The U.S. House of Representatives voted 390-9 to pass the Housing for the 21st Century Act, introduced in December 2025 by a bipartisan quartet of lawmakers. Although the House bill and the ROAD to Housing Act approved by the Senate last October overlap on some key provisions, “there are a number of issues that will need to be resolved before a final housing package is enacted,” the Affordable Housing Tax Credit Coalition noted on Tuesday.
Industry groups applauded the House action. In a joint statement, National Multifamily Housing Council President Sharon Wilson Géno, Real Estate Technology and Transformation Center Executive Director and Chief Advocacy Officer Kevin Donnelly and National Apartment Association President and CEO Bob Pinnegar said, “At such a pivotal moment for housing, NMHC, RETTC and NAA applaud lawmakers in the U.S. House on both sides of the aisle for their bold and steadfast efforts to pass the Housing for the 21st Century Act.
“Today’s vote represents historic momentum in Congress for the enactment of real housing solutions – meaningful policies to deliver more supply, lower regulatory barriers to development and increase housing access.”
They urged both houses of Congress to convene a joint conference “to unite around a final housing package that prioritizes lasting and sustainable policies. Now more than ever, rental housing providers remain committed partners in our nation’s work to ease longstanding affordability challenges.”
