New strategy, same watchdog: Congress still has a role to play in PEPFAR’s transition 

Congress must ensure that the transition of PEPFAR to full partner country ownership is data-driven, includes input from civil society partners, and is ambitious yet attainable, in order to continue its success in saving lives and ending HIV/AIDS.
