Democrats can and should use a shutdown threat to abolish ICE

Democrats should use the Jan. 30 funding deadline to demand a total freeze on ICE funding as a bridge to its eventual dissolution, offering Republicans an off-ramp from a policy of blind support that is dragging down their approval ratings.
